Built To Fly Often

The first stage lifts Phoebe off the pad and returns for a powered landing, ready to be refurbished and flown again. The second stage takes over above the atmosphere, carrying satellites and cargo the rest of the way to orbit. It’s a simpler, smaller vehicle than Rhea by design, tuned for a fast cadence and a low cost per flight rather than raw lift.
